The Municipal Justice Offices (OJM) are the gateway for citizens to justice in spanish municipalities that do not have a judicial office. They allow multiple procedures to be carried out without travelling, by videoconference and with face-to-face support from the Office’s staff.

Thanks to Councilbox’s videoconferencing technology with legal security, secure remote procedures can be carried out from the Offices with the same validity as in person:

  • Participation in procedural acts by videoconference (trials, witnesses, statements, conciliations, etc.).
  • Connection with judicial offices for remote actions, such as appearances or delivery of documentation.

Request or access to a meeting or procedure from the OJM

The citizen goes to the Justice Office in the Municipality and, from the authorized team, requests a new procedure or resume for which he has been summoned or could not complete previously.

If necessary, ask the Office staff for help in completing the necessary steps.

Secure video conferencing room access and identity verification

The Justice professional or the entity with whom the procedure is to be carried out opens the videoconference room and informs the citizen about the next steps, the first of which is the verification of the citizen's identity.

Councilbox has different valid mechanisms, among which the Administration will have decided which one should be carried out depending on the procedure to be completed:
• Cl@ve and equivalent systems, by sending a PIN code to the citizen's mobile device.
• Facial biometric analysis.
• Screenshot shot with presentation of valid identification document to the camera.
• Handwritten signature on a digitizing tablet, in case the participant is in an office equipped with this specific device.

Holding the hearing or carrying out the procedure

The professional guides the videoconference, which can be recorded with the prior consent of the citizen, and the planned agenda is followed.

The system allows the definition of different types of agenda items to be selected and filled in during the meeting, in the order desired.

Submission and signing of documentation

If it is necessary for the citizen to provide documentation, the system allows the physical documentation carried by the citizen to be scanned.

Once scanned, the documentation is stored securely, privately and certified in the app.

In the event that the citizen must sign a document, the professional may present the document to be signed on screen and the citizen, once he has read and accepted the signature of the latter, may sign it without having to provide his digital certificate.

All the documents provided and signed are immutably evidenced in Blockchain, as valid evidence before any subsequent review.

Completion of the hearing or procedure and approval of the final minutes or report

Once the meeting or procedure is completed, the minutes or report are approved, and sent to the citizen by email.

Solutions adapted by territory

In "Ministry Territory", that is, in the Communities of Castilla y León, Castilla La Mancha, Extremadura, Region of Murcia and the Balearic Islands and in the autonomous cities of Ceuta and Melilla, the Virtual Desktop of Digital Immediacy is used from the computers of the Office of Justice in the Municipality.

In the rest of the national territory, OVAC is used, with a personalized image and integrated with the systems of each Autonomous Community and with the ability to decide by the heads of Justice of the latter, which procedures and types of meetings or hearings can be carried out.
